first cut: the python gasweek in typescript, for the browser and node

the same pages of eth_feeHistory, one header per page and interpolated timestamps, the same
percentiles and hour bins. an Rpc class that tries public endpoints in order and remembers the
one that answered. tests with node --test on the compiled output, no framework, no dependencies.
